email.delivery_delayed

Amazon SES could not deliver yet and is still trying.

When it fires

email.delivery_delayed fires when Amazon SES reports a temporary delivery problem, such as a full mailbox or a mail server that is not answering. SES keeps trying, so an email.delivered or email.bounced event usually follows. Do not send another copy. Opensend emits one event per delayed recipient; data.to holds only that recipient.
